The Municipality of Anchorage purchased this land in 1981 after the surrounding neighborhood petitioned the city to request that that the city create a park in this spot. The park is named for Ray E. Storck, the original homesteader of the park land. Storck arrived in Alaska in 1945 and worked as a Territorial Police officer. He homesteaded 80 acres of land, now the park named for him, in 1951. Park amenities were installed in 1993.
